Colorado U.S. Rep. Jared Polis on Friday announced the introduction of the American DREAM Act, a bill that would provide a pathway to legal status for undocumented college and military-bound children who have lived most of their lives in the United States.
Under the American DREAM Act, qualified students would be eligible for legal immigration status upon high school graduation. The students would then achieve permanent legal residency if they attend college or serve in the military.
“These kids are as American as anyone else, but for too long they have had their dreams shattered by an education system that ignores their good grades and hard work,” said a statement from Polis, a Democrat. “We are taught that if you work hard and never give up, you can do anything. The DREAM Act will ensure that undocumented children who have grown up in the United States and studied in American schools can do the same.”
Not everyone is dreaming of the legislation passing through. Anti-illegal immigration advocate and former Colorado congressman Tom Tancredo said the bill should be renamed the NIGHTMARE Act because it will increase the amount of people who come to the United States illegally.
“If that’s the purpose of it then it should be a success,” he said. “But for everyone else who considers more illegal immigration into the country as a bad thing, then this isn’t a good idea.”
The Minutemen Civil Defense Corps, an adamant opponent of illegal immigration, isn’t against the American DREAM Act in principal, according to president Chris Simcox. Simcox said if the bill focuses only on the child, and doesn’t have any extra provisions like allowing the student’s family a pathway to citizenship as well, then, depending on the bill’s language, he isn’t necessarily against it.
“They need to be brought out of the shadows. They need to be documented and swear an oath to become a citizen,” he said. “If they do that, then by all means they deserve the opportunity that anyone else has.”
SB 170
In addition to providing a pathway towards citizenship, the DREAM Act would also eliminate a federal provision that discourages states from providing in-state tuition rates to undocumented high school graduates.
If the DREAM Act passes, which Tancredo said he expects to happen because “if you look at what’s gone through goose already, this is just a bit more of you know what,” then it will be up to individual states to enact so-called tuition equity legislation. Sen. Chris Romer, D-Colo., has already introduced legislation in the form of Senate Bill 170 that would allow undocumented students in-state tuition in Colorado.
“The DREAM Act is an enormously important piece of economic public policy,” said a statement from Romer. “When students have hope, they do great things; when they have hopeless options, they do hopeless things. My hope is that Colorado will be a leader in the implementation of the DREAM Act.”
Romer acknowledged last week that passing SB 170 would be no easy task. The legislation was heard March 13 on the Senate floor, where it was sent to the Senate Appropriations Committee — where it faces an uncertain future.
A national group that aims to stop in-state tuition for illegal immigrants has brought its fight to Colorado, claiming that SB 170 would produce devastating consequences.
“In-state tuition for illegals legislation replaces innocent American students in the limited seats in college at taxpayers’ expense,” said a statement from William Gheen of Americans For Legal Immigration PAC.
Regardless of the opposition, Romer said he will continue to battle to pass the legislation because he believes it’s the right thing to do.
“While it’s an uphill battle, I continue to try to pass SB 170 because I don’t want to send a hopeless signal to a bunch of kids who deserve to dream and do well,” he said. “I know there are some challenges ahead of me, but there has to be a common sense to come to a compromise for SB 170.”

I don't think it does our side any good if we start going after children. It's not going to make us look good and could hurt our ultimate goal of securing our border if we're portrayed as advocating deporting people who didn't do anything wrong. |

I am a college student who would benefit from the DREAM Act, and appreciate the fact that youth like me did not break any laws-- we were simply children obeying our parents. Furthermore, many of us-- myself included-- have been so long that this is the only country we know as home.

| Tatyana @ 2009-03-31 11:21:30 | I support the DREAM ACT. Although I'm not a direct beneficiary. What a lot of people don't understand is that most of these kids live in a mixed status home. They may have siblings that are U.S. Citizens and one parent that is naturalized. So that part of the family will provide for them, and not by living on the system. By hard work that they are entitled to. As for Tom Tancredo, I would like to say, how is it possible that this act will bring in more people to the US illegally, the laws are already very hard. Furthermore, how can someone that has never lived in the US prove that they went to an American schools for all of their educational career. This is not a FREE RIDE, these kids work as hard or harder than their fellow U.S. citizen classmates because they don't take their education for granted. I do and always will support the DREAM ACT. |

I'm a taxpayer that contributes to YOUR kids education, and I would like to contribute to these students education too. I would rather my tax dollars go to education than an unnecessary war. And yes many of these kids were able to finance their schooling without the help of any financial aid. Impossible? maybe not for someone who strives enough. This type of behavior derserves to be rewarded, not punished.
There is no such thing as stealing college seats from americans when community colleges have an "open door policy". When someone is not accepted into an educational institutions it's not because of his or her legal status but because she or he didn't meet the expectations of the institution. There are Lots of preposterous arguments against this bill and if the American people can just hear the discrediting of these bogus arguments, I have no doubt that the american peopel would agree agree with it fully. |

I do stand on that, however, the Dream Act beneficiaries will not be eligible to receive certain financial aid from colleges or universities. Still supporting the DREAM ACT. |

It violates Article IV, Section 4, the 14th Amendment, Sections 3 & 4, and encourages more illegal immigration in the future. You make excuses for ignoring the Constitution. Chris Simcox does NOT speak for the vast majority of Americans. We had an amnesty in 1986, and 1996. Each time, the flood of illegals increased. The leaders of this nation need to stop helping illegal aliens and start helping to ensure that American Latino children get the education they need. Illegal aliens and their children have stolen the time it takes to educate our children. Now instead of having the best schools in the world we have schools that don't have the time to teach our children, because they are to busy dealing with illegal aliens. Enforce our laws. Deport all illegal aliens no matter how long they have been here. |

The Dream Act reminds me of the Romans who brought mercenaries into the Roman Army and Roman Citizenship finally became worthless and the result? Rome fell just like the USA will fall by diluting itself by bringing in people who claim a love for America but in reality are still Citizens of their family's homelands.
When I look at my home town, Framingham even the legal immigrants are bringing in illegal's through illegal means. These people are not Americans at heart but hyphenated Americans, nothing is going to change that unless you stop the compromising, and enforce the Law.

| ILiveInArizona @ 2009-07-03 12:35:21 | What Polis is trying to do is to keep these illegal alien kids out of the "comprehensive immigration reform" equation with cries for sympathy.
I would have expected Chris Simcox to spot the "red herring" that the pro-illegal alien people are throwing out. Chris knows (and we all know) that limiting citizenship to the kids and excluding family members will only resurrect the cry of "separating families."
In addition, adding details to the plan (like requiring DHS to check for a DREAM situation before allowing a legal/citizen to bring in family members will ultimately fail--it's bound to slip through the cracks when the DHS clerk "forget" to check and issue "legal status" to a family member.
Adding all these "details" is what makes our federal government so cumbersome and laws so complicated that we depend on lawyers--tax lawyers, immigration lawyers, criminal lawyers.
Stick to the KISS principle--Keep it Simple, Stupid.
Tom Tancredo is right--DREAM is a NIGHTMARE. |
